Govinda was a bankable star in the late '80s and early '90s, appearing in more than 165 Hindi films such as Hero No. 1, Bade Miyan Chote Miyan, Partner, and Bhagam Bhag. In 1998, following the success of the film Dulhe Raja, producer Harmesh Malhotra signed Govinda for a new venture titled Akhiyon Se Goli Maare.
For the project, a large set was arranged in Shimla to shoot on a big scale. According to producer Mehmood Ali on the podcast Unfiltered with Ajaz Khan, Govinda failed to show up, and the unit waited for him for 15 to 18 days despite the actor's promises that he would arrive.
